Look just below the topic that was posted (lower left) the words Post Reply (in Red). Click on that and a new box should open for you to type in your reply. When done, look down below the box, in the middle and click on the Submit block

Under the Thread name (like Rugers in General) at the top left there should be a block that says New Topic (in red lettering). Click on that and the new topic block should open for you to fill in.
